The Royal Canadian Mounted Police Serious and Organized Crime section executed a search warrant at a business as part of an investigation that originated from Citizenship and Immigration Canada.  The complaint centered around allegations that copies of Citizenship exams used by CIC during the citizenship process were being supplied to an Immigration Consultant in the GTA for the purpose of gaining client’s citizenship without necessarily meeting the requirements.

After a one year long investigation, the RCMP has arrested three suspects including a former Citizenship and Immigration Canada judge, Philip Gaynor (age 70), Ling LI (age 49), an immigration consultant, and an employee of the immigration consultant, Sui Zhun MO (age 58) in connection to the investigation.

Philip Gaynor has been charged with Breach of Trust, Fraud and Theft over $5000, under the Criminal Code of Canada.  The RCMP also charged Ling LI and Sui Zhun MO with Possession of Stolen Property under the Criminal Code of Canada.

“The RCMP is committed to investigating violations against the Immigration and Refugee Protection Act, Citizenship Act and the Criminal Code of Canada” stated Insp. Greg Johnson, Officer in charge of the Serious and Organized Crime Team.  “We will continue to work in partnership with Citizenship and Immigration Canada, Canada Border Services Agency and the Department of Justice to combat citizenship fraud and maintain the integrity of Canadian Citizenship Process.”

The investigation is ongoing and further charges may be pending.  All three individuals were to appear before a bail court at the Ontario Court of Justice, 1911 Eglinton Avenue East, Scarborough, on Thursday.
